Phoenix II is the second re-let of the contract to support the MoD White Fleet (non-combat vehicles) comprising some 17000 vehicles supplemented by 200000 short term rental bookings per annum. The contract is for up to ten years, comprising an initial term of six years with four one year extension periods

Challenge: Babcock, the incumbent, faced with emerging competitors responding to a radical change in the nature of the requirement, requested assistance from atmaana in the areas of Competitor Evaluation, Red Team reviews and Innovation. atmaana was able to provide advisory support from the consultant who had led the successful bid for the initial letting of the contract in 1999 and was uniquely positioned to provide informed guidance in these areas.

Solution: The involvement of atmaana culminated in participation in a two day Innovation Workshop which examined, developed, quantified, risk assessed and prioritised a series of benefits projection initiatives. The outputs of the workshop fed directly into the final solution submitted to the MoD.

Result: The process was highly instrumental in ensuring that Babcock, against intense competition, prevailed and was selected as the Preferred Bidder, leading to subsequent Contract Award.
